Who may drive
The vehicle cannot simply be lent out
The customs permit holder may drive. While that holder is in Türkiye, an overseas-resident spouse, parent, grandparent, child or grandchild may also drive with evidence of residence and relationship.
A Türkiye-resident person generally cannot drive it. A narrow emergency exception may apply while the permit holder is in the vehicle.

Know when the paper report is valid
For a material-damage-only collision, photograph the scene before moving vehicles. Drivers may complete and sign the report when everyone agrees and no exclusion applies.

- A driver is unlicensed, underage or suspected of alcohol or drugs
- A vehicle lacks valid compulsory cover
- Public property or an uninvolved third party’s property is damaged

Driving in Türkiye
Open and maintain an HGS account
Toll roads and bridges require sufficient HGS balance. Foreign-plate accounts are available through participating PTT locations and banks.

Check the record and any liabilities
Pay outstanding tolls before customs. Leaving without the vehicle requires customs custody or an official no-use undertaking.

Do not wait for the border. Unpaid tolls and penalties can prevent a foreign-plated vehicle from leaving Türkiye. KGM provides a 15-day period to open or fund HGS, or pay the passage, before the normal penalty escalation.

Details that can change the border decision
These official rules are useful, but customs confirms the allowance and supporting evidence at entry.
One-month entry exception
Eligible EU, EFTA, UK and Northern Ireland residents may receive one month at entry in limited circumstances, once per 365 days.
One vehicle per person
Only one temporarily imported vehicle is allowed. Turkish and foreign passport records are assessed together.
A trailer may accompany it
A trailer or non-motorised caravan may enter with an eligible personal-use vehicle when customs conditions are met.
Customs registration is free
The temporary customs registration itself has no fee. Insurance, tolls, penalties and other services remain separate.

Is foreign plate insurance required in Türkiye?
A foreign-plated vehicle needs third-party liability cover valid in Türkiye. If its Green Card is not valid here, arrange local cover.
What do I need to buy a policy?
For the quotation and policy, Ikamet generally needs a valid passport and vehicle registration. The insurer may request additional details.
How long can a foreign-plated vehicle stay in Türkiye?
Qualifying overseas residents may receive up to 730 days. Visitors without a Turkish residence permit generally receive 90 days in 180.
Do pensioners automatically receive four years?
No four-year entry is automatic. Eligible overseas pensioners may renew a two-year allowance when the official conditions are satisfied.
Who can drive the vehicle in Türkiye?
The permit holder may drive. Eligible overseas-resident spouses, parents, grandparents, children and grandchildren may also drive.
Can a Türkiye-resident friend drive my foreign-plated car?
Generally no. Emergency use may be allowed while the permit holder is in the vehicle. Unauthorised use can trigger customs action.
What happens if I leave Türkiye without the vehicle?
Before leaving, surrender the vehicle to customs or submit the required no-use undertaking. The vehicle must remain parked and cannot be driven.
What should I do after a road accident?
Photograph the scene first. Use the material-damage report only when permitted and agreed; otherwise contact traffic authorities.
