Turkish citizenship can be acquired through different legal routes, depending on your circumstances. This guide covers citizenship by investment, general naturalization following qualifying residence—including residence under work permits—and citizenship by marriage.
Each route has separate eligibility conditions and application procedures. Property ownership, company registration or marriage alone does not guarantee citizenship.
#1 - By Investment
Türkiye offers exceptional citizenship through several qualifying investment routes. For the real-estate route, applicants must acquire eligible property worth at least US$400,000 or its equivalent in foreign currency and register a restriction preventing its sale for three years. The transaction must meet the applicable valuation, payment and land-registry requirements.
The process includes obtaining a certificate of conformity, completing the applicable investor residence-permit procedure, and submitting a citizenship application. Meeting the investment threshold does not guarantee citizenship: applications remain subject to official assessment, national-security and public-order checks, and a final presidential decision.
Processing times vary depending on the transaction, documentation and official checks. A four-month approval should not be presented as a guaranteed or universal timeframe.
#2 - Property-Based Residence and Later Citizenship
Property ownership can support a residence permit application under the rules applicable to the property and applicant. The $75,000 figure in the original version of this article referred to historical property-based residence guidance; it was not the minimum investment for the Citizenship by Investment Program. Purchase dates, location and transitional rules must be checked before applying historical guidance to an individual case.
Holding a qualifying property-based residence permit and completing five years of continuous qualifying residence may allow an application for general naturalization under Article 11 of Law No. 5901. The applicant must also satisfy the applicable language, livelihood, health, good-character and security conditions. Citizenship is not automatic after five years.
The separate real-estate investment citizenship route currently requires a qualifying investment of at least $400,000, together with its own holding and application conditions.
#3 - Company Registration and Work Permit
Foreign nationals may establish a company in Türkiye through MERSİS and the relevant Trade Registry Directorate. Company ownership does not automatically authorize the owner to work in Türkiye. Anyone intending to work in or manage the business must obtain the appropriate work authorization and meet the applicable criteria.
Work-permit applications are assessed by the Ministry of Labour and Social Security through the e-İzin system. Requirements depend on the applicant’s role, permit type and any applicable exemptions.
For a standard fixed-term work permit, approval may cover up to one year initially, up to two years on the first extension, and up to three years on subsequent extensions with the same employer. These periods are maximums, not guaranteed durations.
Five years of continuous qualifying residence, including qualifying residence under work permits, may support an application for general naturalization under Article 11 of Law No. 5901. Applicants must also satisfy the other statutory conditions; neither owning a company nor completing five years guarantees citizenship.
#4 - Citizenship by Marriage
Marriage to a Turkish citizen does not automatically grant Turkish citizenship. Under Article 16 of Law No. 5901, a foreign spouse may apply after at least three years of marriage while the marriage continues. Applicants must live in family unity, have no activity incompatible with the marriage, and have no national-security or public-order obstacle.
The marriage route does not require the separate five-year qualifying-residence period used for general naturalization. Citizenship applications are made through the relevant provincial population and citizenship directorate (NVI) under the governorship in Türkiye, or a Turkish diplomatic or consular mission abroad. Residence-permit applications are a separate process.
Applicants should obtain the current marriage-route document checklist from the authority handling their case. The authorities investigate whether the statutory conditions are met; marriage and the passage of three years do not guarantee approval.
If the Turkish spouse dies after the citizenship application, the family-unity condition is waived; the other conditions still apply. Article 16 also provides that someone who acquired citizenship through marriage retains it following a declaration of the marriage’s nullity if they entered the marriage in good faith.
Conclusion
The appropriate route to Turkish citizenship depends on your circumstances and whether you meet its legal requirements. Each route has specific eligibility conditions, documents and procedures. Meeting the requirements allows an application; it does not guarantee approval. Check the current rules and obtain advice tailored to your case before proceeding.
